Verizon Unlimited txt plan, Canada text messages count as part of the plan and not international?

I'd like to know whether texts to Canada count towards the domestic unlimited plan or carry an extra charge? Verizon is vague about this.

I just found this on Verizon's site:

Note: Text Messages to Canada, Mexico and Puerto Rico are billed at domestic rates and will count toward a customer's additional message allowance.

Does that mean that my unlimited plan also covers texts to those countries?
